A trans girl was placed in a boys’ unit at a D.C. juvenile detention center that was overcrowded at the time. She was violently assaulted by five other youths, resulting in a broken jaw. Despite a policy meant to protect trans youth by considering their safety and health recommendations for housing, the facility failed to prevent this attack. DYRS called it an “isolated incident,” but the overcrowded, unsafe environment and failure to safeguard vulnerable youth remain clear issues.
