Florida DJJ lists the Blackwater Short Term Offender Program in Santa Rosa County, operated by Youth Services International, with 24 beds (FL DJJ residential services report 2006-07). CSC listed Blackwater STOP Camp in Milton, Florida, with operations beginning in 2003 (CSC 10-K 2004, 2005). Added 2026-09-23 from the research network map (seeds/new-facilities.json).
