  The agency is found in non-compliance as interviews determined Staff 1 violated agency policy by taking Youth A to her home, where her family was present. Staff 1 also transported Youth A in her personal vehicle, with her family, to a family outing. The allegation regarding Staff 1 or her fiancé drinking and driving with Youth A present, could not be confirmed.
