Texas youth prison lockdown records detail self-harm, delayed care and escalating use of force
Internal records from the Texas Juvenile Justice Department show that a multi‑day lockdown across five youth prisons led to increased self‑harm, delayed medical and basic care, and multiple instances of pepper‑spray use and physical restraints. Staff shortages and policy constraints contributed to prolonged confinement, bathroom delays, and limited communication for the youth held in isolation.
