On August 28, 2024, California legislators voted to pass SB 1043

California Gov. Gavin Newsom still needs to sign the bill

If Gov. Newsom signs the bill, it will become law

In 2021, California banned the practice of sending kids to TTI facilities out-of-state

Now California uses Short-Term Residential Therapeutic Programs

STRTPs still use restraints and seclusions in an abusive way

SB 1043 will require programs in California to document use of restraint and seclusion and communicate it with the state and the child’s guardians

The bill was supported by Republican and Democratic senators
