Summary: A Temple Hills man, Kelvin Powell, was convicted on 16 counts related to the sexual abuse of a 17-year-old girl in his care at the District of Columbia’s Youth Services Center. The abuse occurred between December 2021 and February 2022, during which Powell isolated the teen in areas without surveillance. He was found guilty of multiple counts of both first- and second-degree sexual abuse of a ward and a minor.
