Based on confidential interviews, records reviewed and videos observed, the preponderance of evidence standards has been met and the allegations that staff pushed minor on bed and that staff put minor in a "choke" hold are substantiated.

Specifically, it was reported that on 05/06/ [Child 1] was in kitchen with [Staff 1] and they engaged in a verbal altercation led into [Child 1] hitting [Staff 1] on the head and [Staff 1] responded by pushing [Child 1]. [...] Interviews further revealed that [Staff 1] responded to being hit by jumping up from their chair and pushing [Child 1] into the fridge hard enough to make the fridge shake.
